The number in the battery designation refers to the size: the first two digits are the diameter in millimeters, and the last two digits are the thickness in tenths of millimeters. That means both batteries have the same diameter, but the CR2032 is slightly thicker, which usually translates to a higher capacity (more milliampere-hours, mAh), meaning it can last longer than the CR2025 given the same usage patterns.
As a result of the difference in thickness and capacity, these batteries are not universally interchangeable. If a device is designed to accommodate the thickness of a CR2032, a thinner CR2025 might not make proper contact, and if a device is designed for a CR2025, trying to fit a CR2032 might be too tight and could damage the device's battery compartment if forced.
